Question 3:  What about essential services - Sheriff's offices, fire departments, ambulances, and other local services?
The initiative does not mandate a 50% cut to any of those services.

Take Albany County as an example.
 

Wyoming’s estimate puts the total Albany County property-tax reduction at approximately $3.31 million, but that money is spread among multiple taxing entities:

• State School Foundation: approximately $560,000

• Local schools: approximately $1.45 million

• Albany County government: approximately $560,000

• Other taxing entities: approximately $745,000
   

So Albany County government itself is estimated to see about $560,000, not $3.3 million.

And that $560,000 is not automatically taken from the Sheriff’s Office.

Albany County’s Sheriff/Detention budget is approximately $4.8 million. If the county distributed its revenue reduction proportionally across the General Fund, the estimated Sheriff/Detention impact would be approximately $141,000, or 2.9% of that department’s budget.
