Question 2: What about school funding?
The claim that schools will simply lose the money is misleading.
Wyoming uses an equalized School Foundation Program. The state determines each district’s funding guarantee and considers qualifying local resources when calculating how much the state contributes.
If qualifying local resources decline, the state contribution can increase to maintain the funding guarantee.
For example:
Before After
Formula guarantee $100M $100M
Local resources $60M $50M
State contribution $40M $50M
Total school funding $100M $100M
So a reduction in qualifying local property-tax revenue does not automatically mean a reduction in the district’s guaranteed school funding.
The initiative changes where some of the funding comes from - not necessarily how much the school receives under the state’s funding formula.
